I-564 Intermodal Connector

Project Description

The I-564 Intermodal Connector consists of a new four-lane roadway providing direct Interstate highway access from I-564 to Naval Station Norfolk and NIT—provides improved intermodal access to Naval Station Norfolk—the U.S. Navy’s largest base—and Norfolk International Terminals (NIT)—the largest of the three State-owned marine terminals at The Port of Virginia.   Naval Station Norfolk currently has limited Interstate access with one main gate in a congested area at the north end of the facility.  NIT has no direct Interstate access, which impacts the terminal’s ability to accommodate the flow of containerized cargo that fuels the nation’s economy. 

In addition to improving terminal operations, the I‑564 Intermodal Connector will allow for a second, less restricted access point at the north end of NIT where a new gate complex will be built to tie in to the I-564 Intermodal Connector.  Located in an industrial rather than residential area, the new NIT North Gate will be able to operate 24 hours a day, 7 days a week with no restrictions.  Ramping up gate operations will allow NIT to handle considerably more cargo, significantly improving The Port’s competitiveness. 

Current Estimated Construction Cost: $170,000,000
